Restore Python 3.10 and 3.11 support (#3425)
This change extends Python support back to 3.10 and 3.11, which are
still actively maintained by the PSF:
- Python 3.10: Security support until Oct 2026
- Python 3.11: Active support (latest feature release)
- Python 3.12: Active support
- Python 3.13: Latest stable release

The previous change to support only 3.12+ was too restrictive as many
users are still on Python 3.10 and 3.11 in production environments.

Changes:
- Updated pyproject.toml to set minimum Python to 3.10
- Added Python 3.10, 3.11, and PyPy 3.10 to CI matrix
- Updated all documentation to reflect Python 3.10+ requirement
- Maintained compatibility with latest pylint for Python 3.12+

Gunicorn 'Green Unicorn' is a Python WSGI HTTP Server for UNIX. It's a pre-fork
worker model ported from Ruby's Unicorn project. The Gunicorn server is broadly
compatible with various web frameworks, simply implemented, light on server
resources, and fairly speedy.
