There is no support for decoding any dictionary supplied on the command line. The only way to supply a dictionary logging config is through the configuration file. Close #1909.
Generate Documentation

Requirements
------------
To generate documentation you need to install:
- Python >= 3.4
- Sphinx (http://sphinx-doc.org/)
Generate html
-------------

$ make html
The command generates html document inside ``build/html`` dir.
