Berker Peksag 0a847ff870 Add an "htmlview" target to open docs after building them.

This is helpful if you build and test documentation updates in
your development env.

Copied from CPython's Doc/Makefile.

Generate Documentation
======================

Requirements
------------

To generate documentation you need to install:

 - Python >= 2.5
 - Sphinx (http://sphinx.pocoo.org/)


Generate html
-------------
::

    $ make html

The command generates html document inside ``build/html`` dir.
